Windows

Install the latest version of Apple Devices from the Microsoft Store.
Plug your iPhone SE in to your PC.
Open Apple Devices, and navigate to your iPhone SE.
Hold the Shift key on your keyboard, and press "Restore".
Select the iPhone_4.0_64bit_11.2.5_15D60_Restore.ipsw file that you downloaded.
Wait for the restore to complete, and the iPhone SE to reboot.

macOS

Plug your iPhone SE in to your Mac.
Navigate to your iPhone SE in Finder.
Hold the Option or Alt key on your keyboard, and press "Restore".
Select the iPhone_4.0_64bit_11.2.5_15D60_Restore.ipsw file that you downloaded.
Wait for the restore to complete, and the iPhone SE to reboot.

Linux

Install idevicerestore.
Plug your iPhone SE in to your PC.
Open a terminal, and navigate to the IPSW file that you downloaded, e.g. cd ~/Downloads
To perform a full erase restore, type idevicerestore -e iPhone_4.0_64bit_11.2.5_15D60_Restore.ipsw and press enter.
Wait for the restore to complete, and the iPhone SE to reboot.

Windows

Open PowerShell, and navigate to the IPSW file that you downloaded, e.g. cd Downloads
Type Get-FileHash iPhone_4.0_64bit_11.2.5_15D60_Restore.ipsw -Algorithm SHA1
The output of the command should match the following checksum: 7001b33547617c9478be16d14d03366d49b9d504. If it doesn't, you may need to redownload the file.

macOS

Open a terminal, and navigate to the IPSW file that you downloaded, e.g. cd ~/Downloads

HomePod support

Setup and automatically transfer your Apple ID, Apple Music, Siri and Wi-Fi settings to HomePod.

Siri News

Siri can now read the news, just ask, "Hey Siri, play the news". You can also ask for specific news categories including Sports, Business or Music.

Other improvements and fixes

Addresses an issue that could cause the Phone app to display incomplete information in the call list
Fixes an issue that caused Mail notifications from some Exchange accounts to disappear from the Lock screen when unlocking iPhone X with Face ID
Addresses an issue that could cause Messages conversations to temporarily be listed out of order
Fixes an issue in CarPlay where Now Playing controls become unresponsive after multiple track changes
Adds ability for VoiceOver to announce playback destinations and AirPod battery level
